Framework to Comply with Maryland HB1076 Requirements

Overview of Maryland HB1076

Effective October 1, 2025, Maryland HB1076 establishes new standards for landlord entry into leased premises. The law requires:

  • Written notice to tenants at least 24 hours in advance of entry, except in emergencies.
  • Entry limited to 7:00 a.m.–7:00 p.m., Monday through Saturday, unless the tenant agrees otherwise in writing.
  • Notice must include the date, approximate time, and specific purpose of entry.
  • Acceptable notice delivery methods:
    • First-class mail with certificate of mailing (if sent 24+ hours in advance)
    • Paper notice affixed to the door
    • Electronic notice (email, text, or tenant portal) if the tenant has opted in
  • Emergency access is allowed without prior notice.

Tenants who report housing code violations must allow landlord access within 24 hours of notice.

NetVendor Maintenance Approach

To help our clients comply with HB1076, NetVendor is enhancing both notification and service request workflows. The two core requirements are:

  1. Sending compliant entry notices to residents before work begins.
  2. Implementing workflow controls to ensure technicians follow notice and timing requirements.

Resident Notification Enhancements

  • Opt-In Management:

    Residents will be able to opt in to receive text message notifications for entry notices related to service requests.

    • NetVendor will manage and retain all Opt-In records in accordance with compliance requirements.

Service Request Workflow Updates

To ensure compliance within Maryland, NetVendor will:

  • Identify Maryland-based service requests by verifying the property’s state.
  • Send electronic entry notices automatically to all opted-in residents in the affected unit.
  • Alert technicians when residents are not opted in, prompting them to deliver a paper notice to the door before proceeding.
  • Restrict service request acceptance until:
    • Proper notice has been sent, and
    • The required 24-hour notice period has elapsed.
  • Provide controlled overrides for situations such as:
    • Paper notice already delivered
    • Tenant agreement to reduced notice
    • Emergency situations requiring immediate entry
  • Maintain full digital activity records for every service request to support compliance and audit needs.
